Would have been sold by Sears, but not manufactured by them. They employed various pottery manufacturers to make specialty items for them. Such 'matched sets' were especially common during the late 1960s-early 1980s, and were often produced by Metlox or Japanese manufacturers.
Please report back to rec.antiques with further information - there should be a country of origin or other markings. Also, a description of the style of frog would be helpful - cartoonish? Realistic? Coloration of the pieces is often the biggest clue, as decorating trends can be dated.

Items are marked 'JAPAN' Basic color is off white, frog is more cartoony, frog is in green. If this helps.

There seems to be a collector's organization for just about anything and there is even one for frogs. You may wish to contact Merelaine Hasket editor The Frog Pond collectors club, P.O. Box 193, Beech Grove IN 46107. Don't forget to enclose a SASE when asking for information.
Good luck
