Does anyone know of a source (or sources) for historically appropriate upholstery materials (curled hair, linen webbing, etc.

You might want to check out Fine Homebuilding - earlier this year (might have been even the Dec issue of '97) there was an article on historically correct carpets and wallpapers.
Can't find my copy of the magazine, sorry.

I suggest you contact upholstery conservator Elizabeth Lahikainen, 80 Federal Street, Salem, Massachusetts for information regarding USA suppliers. I dont have an e-mail for her. There is also a fledgling literature in this field. I'd also recommend a Getty search first for the upholstery conference papers.
