One of the best books on the NYPD, is 'Commissioner Roosevelt, The Story of Theodore Roosevelt and the New York City Police, 1895-1897' by H. Paul Jeffers, published in 1994. ISBN 0-471-02407-4. Publisher, John Wiley & Sons.

Here's a great quote from the frontispiece:

'I have the most important, and most corrupt department in New York on my hands. I shall speedily assail some of the ablest, shrewdest men in this city, who will be fighting for their lives, and I know well how hard the task ahead of me is.'
