In the Serrane Guide there is a dead country called Spanish West Indies, and
I don't seem to find anything in Scotts that seems to fit. Any ideas?

Just A FYI
In my Atlas, the following sentence is used under Puerto Rico.
First stamps issued were joint issues with Cuba, which appeared in 1855, but were not generally used in Puerto Rico until July 25th 1856.
First stamps with the name of the island (Puerto Rico) appeared in 1873
