My wife inherited an old piece of pottery from a friend. I found a makers mark but cannot find who it is made by. Does anyone know? Also can some tell me what this type of pottery was used for?

Mark is that of the Empire Porcelain Co. (Empire Works) from the town of Stoke-on-Trent in Staffordshire. The company was founded 1896 and the mark shown on your item was used between 1896 and 1912. The material would be vitreous china.

What kind of usage was this for? Wash basin or something similar?

They produced normal kitchen- and tableware so basins and pitchers would have been included, yes. If you only have a certain piece (shard) of an item it's hard to say, for example one could never find out if a base belonged to a coffee or a large chocolate pot as only the position of the spout was different.
