I picked this up at a estate sale. Does aynone know what it's? Is it a piece of junk from Garden Ridge or what?

I seem to miserably see a Roman alpabet UNI, than, separately, small u & a dot. For what it is worth I can recognize Arabic, Czech & a couple of Western Slavic lagnuages, ditto Romance languages.
